Mixed-Use Development Proposed for Long-Vacant Main Street Site in Ossining

Project would bring new housing, affordable units and commercial space to downtown Ossining
Plans are moving forward for a new mixed-use development at 209–211 Main Street in downtown Ossining that would bring new housing and commercial space to a site that has remained vacant for decades.
ZSA Main Street LLC is seeking land-use approvals from the Village of Ossining for the project, which is located within the Village Center zoning district and Downtown Overlay District.
Plans reviewed earlier this year called for a mixed-use building with retail space along the Main Street frontage and residential apartments, including a mix of one- and two-bedroom units. The Village of Ossining currently identifies two units within the development as part of its Affordable Housing Program.
The development would also include covered parking with access through the Village-owned Municipal Parking Lot No. 7, along with stormwater management and streetscape improvements.
The proposal has undergone revisions as it moves through the Village's land-use review process. The applicant is seeking site plan, conditional-use, payment-in-lieu-of-parking and architectural review approvals.
The Westchester County Planning Board has expressed support for redevelopment of the site, noting that the project would provide infill development on a long-vacant downtown property while adding housing in an area served by public transportation. The site is near Bee-Line bus service and the Ossining Metro-North station.
The project reflects broader efforts in Ossining to encourage new housing and mixed-use development within its established downtown. In addition to adding residential units, redevelopment of vacant and underutilized properties can help strengthen the Main Street commercial district and create a more active, pedestrian-oriented downtown.
The project remains subject to the Village's land-use approval process.
