162-Unit Mixed-Use Development Proposed for North Avenue in New Rochelle

A six-story mixed-use development featuring 162 apartments and ground-floor commercial space has been proposed for 457 North Avenue in New Rochelle, bringing new residential and retail opportunities to a property that has remained vacant since 2020.
Developer 457 NR North LLC is seeking approval to redevelop the approximately one-acre site at the intersection of North Avenue and Manor Place, formerly occupied by Mavis Discount Tire.
The proposed development would include 33 studio apartments, 86 one-bedroom units and 43 two-bedroom units, along with 175 parking spaces. Commercial space facing North Avenue is intended to restore retail activity along the corridor.
Plans prepared by Sullivan Architectural Group feature a landscaped courtyard, outdoor seating areas, a playground and indoor amenities for residents. The development team has worked with the City of New Rochelle's Department of Development to refine the proposal, including improvements to pedestrian access and commercial frontage.
Cuddy + Feder attorneys Anthony Gioffre and Jessica Zalin are representing the developer throughout the approval process.
The project represents another proposed investment in New Rochelle's ongoing redevelopment, with plans to transform a vacant commercial property into new housing and retail space.
The proposal remains under review by the New Rochelle Planning Board, which is expected to continue its formal review on November 24, 2026.
