Rep. George Latimer Introduces Bipartisan Bills to Address Housing Affordability

As housing affordability continues to challenge buyers, renters, and communities across the country, U.S. Rep. George Latimer (NY-16) has introduced two bipartisan bills aimed at reducing the cost of homeownership and expanding the supply of affordable housing.


The legislation focuses on two of today's most pressing housing issues: increasing the production of affordable homes and addressing the rising cost of homeowners insurance.


One proposal, the Affordable Housing Bond Enhancement Act (H.R. 7414), seeks to modernize federal financing tools used to support affordable housing development. The bill would expand the use of tax-exempt private activity bonds, helping state and local housing agencies finance additional affordable housing projects while reducing development costs.


According to the bill's sponsors, strengthening this financing tool could encourage more housing production and help communities address ongoing housing shortages.


Latimer also introduced legislation that would establish a federal catastrophe reinsurance program designed to stabilize homeowners insurance markets following major natural disasters. Supporters say the proposal could help reduce volatility in insurance premiums by providing additional financial backing after catastrophic events, helping make homeownership more affordable in markets experiencing rising insurance costs.


The measures come as communities throughout New York and across the nation continue to face limited housing inventory, rising construction costs, elevated mortgage rates, and increasing insurance premiums, all factors that have made homeownership less attainable for many households.


For REALTORS®, the proposals address issues that directly impact on both housing affordability and market activity. While increasing the housing supply remains a long-term priority, reducing the costs associated with homeownership is also viewed as an important step toward expanding access to homeownership.


Although both bills must advance through the legislative process before becoming law, they reflect continued bipartisan interest in pursuing policy solutions that encourage housing development while helping reduce financial barriers for homebuyers.


Housing affordability remains one of the most significant challenges facing communities throughout the Hudson Valley and New York City. Legislative efforts that support new housing development while addressing rising ownership costs, including financing and insurance, could help expand housing opportunities and improve affordability for future buyers.
