REALTOR® Advocacy Delivers: Landmark Housing Reform Becomes Law

For years, REALTORS® across the country have been sounding the alarm about America's housing shortage. This month, that advocacy helped achieve a major victory.


The 21st Century ROAD to Housing Act has officially become law, marking one of the most significant federal housing reform packages in decades. The bipartisan legislation is designed to increase housing supply, improve affordability, modernize housing programs, and create more pathways to homeownership for families nationwide.


The milestone comes after nearly two years of advocacy by the National Association of REALTORS® (NAR), state associations, and local associations like the Hudson Gateway Association of REALTORS® (HGAR). Throughout that process, REALTORS® consistently urged lawmakers to prioritize policies that address the nation's housing inventory crisis and make homeownership more attainable.


Earlier this year, HGAR leadership traveled to Washington, D.C., during the NAR Legislative Meetings to meet directly with members of New York's congressional delegation. One of the association's key priorities was supporting the 21st Century ROAD to Housing Act and advocating for solutions that would help communities meet growing housing demand.

By modernizing outdated regulations, streamlining responsible development, and expanding opportunities to build more homes, this legislation lays the foundation for a stronger housing future,” said Rey Hollingsworth Falu, HGAR 2026 President. “On behalf of the Hudson Gateway Association of REALTORS®, I congratulate the legislators from both parties who came together to make this landmark achievement possible, and I applaud REALTORS® across the Hudson Valley whose persistent advocacy helped keep housing at the forefront of the national conversation. The new law includes provisions that REALTORS® have long supported, including efforts to streamline federal processes that can delay housing development, encourage new housing construction, modernize federal housing programs, expand financing options, improve access to credit, and create additional opportunities for homeownership. The legislation also provides communities with new tools and resources to address local housing needs and affordability challenges.


While the bill passed Congress with overwhelming bipartisan support, its future remained uncertain for several weeks. President Donald Trump ultimately allowed the legislation to become law without his signature, ending months of speculation and clearing the way for implementation of the reforms.


NAR called the legislation "a landmark achievement" and noted that the law reflects years of work to advance practical solutions to the nation's housing affordability challenges. REALTORS® across the country view the bill as a meaningful step toward increasing housing supply and expanding access to the American Dream of homeownership.


For HGAR members, the legislation serves as a reminder of why advocacy matters.


Whether meeting with lawmakers in Washington, Albany, or local communities throughout the Hudson Valley and New York City, REALTORS® continue to play an important role in shaping housing policy. The passage of the 21st Century ROAD to Housing Act demonstrates what can happen when industry professionals, policymakers, and housing advocates work together to address one of the nation's most pressing challenges.
